In 1997, Vandenberg Air Force Base (VAFB) along with the Santa Barbara County (CA) Air Pollution Control District (APCD), and the US Environmental Protection Agency were joint signatories to a Final Project Agreement that established an innovative pilot project (ENVVEST) to provide air pollution control benefits through permit flexibility. Subsequently, there was a determination by the APCD to allow VAFB to pursue an alternative to the ENVVEST project based upon the use of emission credits. VAFB’s Final ENVVEST Compliance Plan and APCD’s approval of that Plan are listed below. The Final Project Agreement for this XL Project expired in 2002 and this project is now officially closed.
