Background Document for Capacity Analysis for Land Disposal Restrictions Phase IV (Second Supplemental) Toxicity Characteristic Metal Wastes and Newly Identified Mineral Processing Wastes (Proposed Rule)

This document presents the capacity analysis that EPA developed in support of the proposed Land Disposal Restrictions (LDRs) for Toxicity Characteristic Metal Wastes and Newly Identified Mineral Processing wastes. EPA conducts capacity analyses to determine the effective dates to the LDR treatment standards and evaluate the need for national capacity variances from the land disposal prohibitions. Land disposal of these wastes is prohibited unless the waste meets the established treatment standard(s). The capacity analysis provides estimates of the quantities of wastes that will require alternative commercial treatment (e.g., stablization) to meet the treatment standard(s) prior to land disposal and estimates how much alternative commercial treatment capacity is available nationally to manage these wastes. This document also includes data sources and the methodology used for the capacity analysis, and appendices detailing the data and infomation used for the capacity analysis.
