August 1981 Applicability of
PSD and/or NSPS to Certain Changes Proposed for a Petroleum Storage
Facility 4.20
A petroleum storage facility (4 tanks) at
a refinery plans to make a product
storage change. Assuming that no
physical changes to the tanks happened
and they were capable of handling the new
product January 6, 1975. The product
change is not subject to PSD review. The
multi-tank storage change would be
considered a single project under PSD.
Since the tank were capable of
accommodating the new product prior to
January 6, 1975, emissions increases from
the tanks do not count towards PSD
applicability. If, however, other
physical changes associated with the
project causes a significant increase in
emission, PSD would be required.
