June 18, 1980 Old Sources Being Brought On Line - PSD Applicability 3.13

Generally, if a source has been shutdown for a time period of greater than two years and then restarted, it is considered a new source. An exception can be made if the State demonstrates the source was carried in the emission inventory during the time it was shutdown.
