SUBJECT: Old sources being brought on line - PSD Applicability
FROM: Roger Pfaff
TO: Rich Biondi
I asked him under what circumstances PSD applied to a source which had been shut down for an extended period, then restarted. His answer: In general, after 2 years, the source would be new if started up again. An exception can be made if the state demonstrates the source was carried in the emission inventory during the time it was shut down.
