The initial final authorization for Arkansas includes the State’s authorization for the Federal program as in effect June 5, 1984 (i.e., Federal Base Program, as amended by the final rules addressed by Revision Checklists 1 through 8). Subsequently, in a letter dated 7/1/85, Arkansas requested the approval of the EPA for its adoption of Federal rules promulgated through January 4, 1985 (Checklists 9 - 13). The EPA granted approval in a letter to the State dated 8/23/85. The Arkansas Base Program includes identification and listing, characteristics of hazardous waste, generator requirements, transporter requirements, facility requirements, interim status requirements, permitting requirements, biennial report, manifest, household waste, satellite accumulation, definition of solid waste.
