Region 1: EPA New England
New Sources of Emissions under the New Source Review Program
You will need Adobe Reader to view some of the files on this page. See EPA's PDF page to learn more about PDF, and for a link to the free Acrobat Reader.
The goal of the Federal New Source Review (NSR) program is to ensure emission increases from new or modified sources (e.g., power plants, industrial and manufacturing facilities) do not exceed state and federal health standards. To accomplish this goal, the NSR program imposes several tough requirements that evaluate and reduce potential impacts. First, the program requires sources to install state-of-the-art control equipment and incorporate less polluting processes that reduce the potential impact from new emissions. Sources are also required to perform a thorough air quality impact analysis using advance emission modeling procedures to ensure compliance with all emission standards.
State NSR Permitting Programs
The Region 1 Air Permits Unit oversees states and tribes in the development and implementation of the NSR programs. The Permits Unit also directly administers the programs in certain areas of the Region. In Massachusetts, EPA administered the Prevention of Significant Deterioration (PSD) permit program from March 2003 through April 2011. In April 2011, an agreement for delegation (PDF) (11 pp, 2.2 MB) of the federal PSD program was executed by EPA Region 1 to the Massachusetts Department of Environmental Protection (MassDEP). This agreement sets forth the terms and conditions according to which the MassDEP agrees to implement and enforce the federal PSD regulations as found in 40 CFR 52.21, the Code of Federal Regulations (CFR). All other states in New England have their own federally-approved PSD regulations.
Public Participation for Federally-Issued Permits
To ensure public involvement, the NSR program imposes a mandatory public comment period for all new draft permits. The comment period gives the public access to the information used by the permitting authority to support their draft permit decisions. The public is also allowed an opportunity to provide recommendations on the draft permit that the permitting authority must address in the final permit issuance. Please refer to the table below if you wish to comment on a draft permit of interest. The Permit Application, Draft Permit and Public Hearing Notice are available for review by clicking on the appropriate link. If there is an open public comment period on a permit you may submit your comments to Ida McDonnell (mcdonnell.ida@epa.gov). You may also review comments made to date under the column titled Public Comment Period and Comments to Date.
EPA has also developed a mailing list that you can request in writing to be put on for notification of any PSD permit issued by EPA New England. If you would like to be put on the list please mail your request to:
