March 16, 1989 Use of Allowable Emissions for National Ambient Air Quality Standards (NAAQS) Impact Analyses Under the Requirements for Prevention of Significant Deterioration (PSD) 6.25

The required PSD air quality impact analysis for new major sources and major modifications is to be based on allowable emissions, rather than actual emissions, from existing background sources. However, actual annual operations at an existing source may be considered, primarily with respect to evaluating long term NAAQS impacts.
