Coal preparation plants constructed
without a thermal dryer may or may not
be subject to PSD. Although
52.21(b)(l)(i) excludes from the PSD
requirements, coal preparation plants
without thermal dryers, 52.21(b)(l)(ii)
requires all sources not listed in
52.21(b)(l)(i) with potential emissions
of 250 or more tons per year to get a
PSD permit.
