DATE: November 22, 1977 TIME: PM SUBJECT: PSD Requirements for Coal Preparation Plants FROM: Rich Biondi TO: Eric Cohen ----------------------------------------------------------------- SUMMARY: I called Biondi earlier to ask if a coal preparation plant (R & F Coal, Belmont County, Ohio) would be subject to PSD if it was constructed without a thermal dryer, since the definition in section 169 specifically refers to thermal dryers. Biondi said that as of March, 1978 with the promulgation of new PSD regs, coal preparation plants with thermal dryers would be subject and those without thermal dryers would only be subject if they had the potential to emit 250 tons/year of a covered pollutant.
