May 16, 1979 Applicability of the PSD Regulations to Power Plants 2.9

A DOE-certified peakload power plant cannot base potential emissions on 1,500 hours of operations per year. Limitation on hours of operation may be considered in calculating potential emission rates only if they are enforceable by EPA. These power plants should request State permits limiting their operating hours to 1,500/year.
