A proposed major source or modification, which will emit vinyl chloride is subject to both a LAER review for VOC (under the Offset Policy), and a BACT review (for vinyl chloride under PSD). The CAAA of 1977 applies preconstruction requirements to each pollutant that is regulated under it. VOC is regulated for ozone and vinyl chloride is regulated as a carcinogen. It is possible that BACT for vinyl chloride and LAER for VOC may require two different levels of control.Notebook Entries: 5.2
