PAYT Video

Ellen Ryan

Ellen Ryan, City Official, San Jose, CA "The success of this program can be attributed to the residents. They have embraced it. The people have really been the champions."

As part of its collection of PAYT products and tools, EPA has developed a 90-minute, two-part video called "Pay-As-You-Throw: A New Trend in Sustainable Solid Waste Management." This video features PAYT experts explaining how these programs work in practice and offering advice about key design and implementation issues.

Everything You Need to Know About PAYT

Pay-as-you-throw (PAYT) programs require careful planning, and local officials often have many questions. To get the answers, the video goes right to the source: local practitioners, elected officials, residents, solid waste researchers, and haulers speak about their experiences with PAYT. Packed with real-world ideas and lessons learned, the video is a must for anyone interested in exploring variable-rate pricing in their community.

The video is divided into two modules:

Module One (15 minutes) is designed to introduce PAYT and answer the most common questions raised when the program is first proposed. It offers a range of perspectives on how communities benefit from PAYT programs.

Charles Hammonds

Charles Hammonds, City Official, Decatur, GA "The major obstacle is sheer change. Decatur is one of the oldest communities in the metropolitan area and it has a tradition of being traditional."

Module Two (1 hour) can be viewed in its entirety or by section. This module features real-world practitioners of PAYT sharing their experiences and advice on a range of implementation issues. It is divided into four parts. Part One, "Getting Started," covers a variety of goal-setting, planning, and education issues that are important to consider when designing a PAYT program. Part Two, "Operations," reviews several implementation factors that will help planners meet their specific waste management goals. Part Three, "Economics and Rate Structure Design," provides an overview of the financial and pricing aspects of PAYT. And in Part Four, "Program Results," communities share their achievements and review key strategies for continued success.

In addition, the video contains a public service announcement on waste management by Keep America Beautiful and a excerpt from a Boston-area TV news report on PAYT in Worcester, Massachusetts.

Together, the two modules present the combined experiences of dozens of planners, elected officials, residents, and researchers. Order your free copy of the video and learn why-and how-communities across the country are making PAYT part of a successful and sustainable solution for managing solid waste.
