Arizona
The Rotary Club of East Phoenix is collecting cell phones for charity.
California
California's laws cover cell phones, televisions, monitors, CPUs, and other electronic devices. Cell phones can be returned to retailers. For all other covered electronic devices, search for a California-registered collector or recycler in the state's online database.
Hawaii
While the state of Hawaii considers e-waste regulation, you should consult the Department of Health's Solid and Hazardous Waste Branch for your best e-waste solution.
Nevada
The Nevada Division of Environmental Protection provides information at their e-waste site. Note the different contacts for Northern and Southern Nevada, as well as for Clark and Washoe Counties.
