Reducing emissions from diesel engines is one of the most important air quality challenges facing our states. Even with new federal standards in place, millions of diesel engines already in use will continue to emit large amounts of nitrogen oxides, particulate matter and air toxics, which contribute to serious public health problems.
Diesel Emissions Reduction Program and the Recovery Act
The Recovery Act included $300 million to support clean diesel activities nationwide through two funding programs: the National Clean Diesel Campaign for competitive awards and the State Clean Diesel Grant Program for state allocations.

Recovery Act Clean Diesel Projects Where You Live
Through the State Clean Diesel Grant program, each of the six New England states received $1.73 million to implement grant and loan programs for clean diesel projects. For more information on State specific projects:
Through the National Clean Diesel Campaign, EPA-New England granted awards totaling over $8.7 million:
- Maine Department of Environmental Protection - $746,000 for retrofits of vehicles with emissions reduction equipment
- Maine Turnpike Authority – $1.2 Million for a truck stop electrification (TSE) project in West Gardiner, ME
- Massachusetts Department of Environmental Protection – $502,000 for vehicle retrofits with emissions reductions equipment
- Northeast States for Coordinated Air Use Management (NESCAUM) - $2.7 Million for engine replacements on marine vessels
- City of Providence, RI – $565,000 for retrofits of city vehicles with emissions reduction equipment
- Cascade Sierra Solutions – $1.1 Million for rebates to long-haul truckers for fuel-saving and emissions reductions equipment
- Chelsea Collaborative – $1.9 Million for retrofits of locally operating delivery vehicles and powering refrigerated units at the New England Produce Market with electricity

The NEDC was established in 2005 by EPA (Regions 1 and 2), the Northeast States for Coordinated Air Use Management (NESCAUM) and the eight northeast states to significantly reduce diesel emissions and improve public health in the eight northeastern states. NEDC focuses on reducing emissions from existing diesel fleets in five key sectors: transit, ports, construction, freight, and municipal.
