As part of the President's March 1994 environmental regulatory reform initiative, the United States Environmental Protection Agency (EPA) is issuing new requirements for Resource Conservation and Recovery Act (RCRA) hazardous remediation wastes treated, stored or disposed of during cleanup actions. These new requirements make five major changes that:

  1. Make permits for treating, storing and disposing of remediation wastes faster and easier to obtain;
  2. Provide that obtaining these permits will not subject the owner and/or operator to facility-wide corrective action;
  3. Create a new kind of unit called a "staging pile" that allows more flexibility in storing remediation waste during cleanup;
  4. Exclude dredged materials from RCRA Subtitle C if they are managed under an appropriate permit under the Marine Protection, Research and Sanctuaries Act or the Clean Water Act; and
  5. Make it faster and easier for States to receive authorization when they update their RCRA programs to incorporate revisions to the Federal RCRA regulations.

Proposed Rule - April 29, 1996

In a continuing effort to reinvent and streamline environmental regulations, the EPA is releasing for comment a proposed rule which would reexamine many of the RCRA Subtitle C treatment and management standards for contaminated media and other wastes managed in cleanups overseen by EPA or authorized states. EPA anticipates the final rule will accelerate cleanups and reduce their costs.

Agency Information Collection Activities; Proposed Collection; Comment Request; Hazardous Remediation Waste Management Requirements (HWIR-Media) (Renewal), EPA ICR Number 1775.05, OMB Control Number 2050-0161

In compliance with the Paperwork Reduction Act (44 U.S.C. 3501 et seq.), this notice announces that EPA is planning to submit the following continuing Information Collection Request (ICR), which is scheduled to expire on September 30, 2005, to the Office of Management and Budget (OMB): Hazardous Remediation Waste Management Requirements (HWIR Contaminated Media), EPA ICR Number 1775.04, OMB Control Number 2050–0161. Before submitting the ICR to OMB for review and approval, EPA is soliciting comments on specific aspects of the proposed information collection.
