January 4, 1979 Guidance for Determining
BACT Under PSD 8.8
The purpose of the guidelines is to
provide the framework for a consistent
approach in determining BACT. The
guidance is rather general, focusing on
the parameters which should be considered
in the analysis supporting the proposed
control system. The guidelines suggest a
significant effort by the source to
provide data and analysis to support a
permit application.
