January 22, 1978 IPALCO's Proposed Patriot, Indiana Generating Station 8.3

A PSD permit should not be issued to a proposed new fossil-fuel fired steam electric plant on the condition that it will submit final design specifications upon issuance. The source must provide enough information to demonstrate that the proposed control equipment will adequately reflect BACT and that the appreciable NAAQS and PSD increments will not be exceeded.
