Finding of deficiency of permit issued on 9/24/86 by the Florida Department of Environmental Regulation for the construction of the Lake County Waste-to- Energy facility due to inadequate BACT determination for control of sulfur dioxide emissions, and for lack of consideration of emissions of unregulated pollutants such as hydrogen chloride and dioxin.
