from Cooling Towers 8.16
This memo describes, for a particular
case, whether current cooling tower
emissions would have represented BACT at
the original permit application time
eight years previous to the memo. EPA
responded that such a determination
appears appropriate, but should not be
considered to be a precedent because it
leaves many other important issues
undecided.
