August 25, 1989 Texas Air Control Board (TACB) Inquiry Regarding Allowable Emissions in PSD NAAQS Analyses 6.28

The change from actual to allowable emissions in modeling background sources for Texas PSD permit applicants does not represent "a significant change in the PSD rules" that would warrant federal rulemaking procedures. This policy requires emissions inputs that are as near as practicable to legally allowable emissions.
