PSD Evaluation of Secondary Emissions for Houston Lighting and Power 5.8

"Secondary emissions must meet several criteria in order to be included in air quality impact assessment for PSD purposes. The emissions must be:
  1. Specific
  2. Well-defined
  3. Quantifiable
  4. Impact the same general area
"Impact the same general area" has been interpreted to mean the area of significant impact which is defined as all those areas in which the sources emissions would produce an ambient effect of l ūg/m3 or more.
