October 21, 1986 Applicability of PSD to Portions of a Plant Constructed in Phases Without Permits 4.33

The memo discusses the applicability of PSD review to a minor source that becomes a major through a series of modifications. A BACT review applies only to the emissions units or modifications that define a major modification to an existing major source or a new major source unless the source has made a deliberate effort to circumvent review.
