A switch from benzene to butane feedstock
at Ashland Chemical Maleic Anhydride
Plant may or may not be subject to PSD
review. PSD regulations exempt from
review a switch in raw materials in the
source was capable of accommodating the
material before January 6, 1975. A
source is considered to be designed to
accommodate an alternate material if the
use could be accomplished under its
construction specifications in existence
prior to that time. The plant in
question was originally designed and
contracts signed for dual feedstock
capability in May 1974. The switch,
therefore, is not subject to PSD review.
