in Determining Net Emissions Increases 4.15
Increases or decreases in SO2 can only be
creditable if the increase or decrease is
required to be considered in computing
the amount of available increment.
Changes in PM10 or SO2 emissions
commencing prior to January 6, 1975
cannot be considered creditable. The
only limitation on creditable decreases
or increases for criteria pollutants
other than PM10 and SO2 is the 5 year
period before construction of the
modification commences.
