September 19, 1979 PSD Guidance, 40 CFR 52.21 (b) (2) (d) - Definition of "Capable of Accommodating" 4.11

A proposed fuel switch is permitted if the source had commenced construction under PSD prior to January 6, 1975 and if the design of the source allowed firing of the proposed fuel.
