July 1990 Prevention of Significant Deterioration (PSD) Applicability Determination for Multiple Owner/Operator Point Sources Within a Single Facility 3.35

An airport is a single stationary source if the pollutant-emitting activities are under the control of the same person (or persons under common control) at the time construction would commence on the proposed source. This finding remains the same even if discrete portions of the airport's pollutant-emitting facilities are leased to other control after construction.
