September 8, 1977 PSD Applicability to Exxon Chemical Modification,Baytown, Texas 3.3

A modification to an existing petro- chemical plant which is located next to a petroleum refinery is subject to PSD. Anything occurring at the site of the petroleum refinery will be considered as a possible modification to the existing refinery.
