May 27, 1987 Reactivation of Noranda Lakeshore Mines' RLA Plant and PSD Review 3.27

This memo determines that startup of a roster leach acid (RLA) plant closed for 10 years would be subject to PSD review due to the intent of permanent shutdown as demonstrated by the owner. The specific reasons to demonstrate the permanency of shutdown in this case are discussed.
