May 2, 1977 PSD Determination of Applicability - UMD Coal Gasification Plant 3.2

A coal gasifier that is retrofitted onto an existing boiler is not subject to PSD. This particular facility does not constitute a fuel conversion plant, but rather is a modification of the existing boiler.
