The International Paper Company's paper mill and the Arizona Chemical Companys' plant, which are both located on the same piece of property are considered a single source."Source" is defined under PSD as "any structure, building, facility, equipment, installation, or operation which is located on one or more contiguous or adjacent properties and which is owned or operated by the same person."
Although the PSD regulations offer no guidance on what is meant by common control, the revised emission offset policy provides guidelines which also apply to PSD. "EPA proposes to establish criteria for determining issues of common control. Although the issue is subject to public comment, DSSE feels that a person with as much as 50 percent voting interest in an entity. If International Paper has 50 percent voting interest in Arizona Chemical Company, it can be considered "in control" for PSD purposes, and the International Paper Mill and the Arizona Chemical plant can be considered a single source.
