March 23, 1980 PSD Applicability 2.10
A source's potential to emit may or may not be limited by a city issued permit which contains an annual limit on the amount of fuel to be combusted by a source. Potential to emit can be limited by enforceable permit requirements. However, the requirements must be enforceable under a SIP in order to ensure that the PSD threshold will not be exceeded.
