August 18, 1978 Section 52.21 (i) (3) of the PSD Regulations 1.7
Power plants that began construction before June 1, 1975 and at one time or another temporarily discontinued construction for 18 months or more are not subject to the June 19, 1978 PSD regulations. However, if the utilities intended to close the projects permanently, the reopening would be subject to the new regulations.
