April 12, 1979 PSD and NSPS Applicability - PEPCO Dickerson Generating Station Unit #4 10.9

If an electric power plant begins construction prior to 6/1/75, but then discontinues for more than 18 months, that power plant is not subject to new PSD review requirements because construction had not commenced before 6/1/75. Since the utility was subject to the old PSD regulations and failed to get a PSD permit by 3/1/78, it is now subject to the new regulations.
