March 4, 1981 PSD Applicability to Non-attainment Pollutants 10.21

A PSD permit may be issued to a source prior to the source satisfying any applicable NSR requirements. PSD and NSR are viewed as two distinct programs, consequently, a source may meet its NSR and PSD obligations separately. A PSD permit may be issued prior to the completion of NSR requirements.
