March 11, 1980 Phased Permits For PSD 10.16
A source with a phased construction permit must commence 18 months after the first phase. Phases must commence construction within 18 months of the date agreed to in the permit, but there must not be more than 18 months between the completion of one phase and the start of the next. Major departures from the original start dates can provide grounds for reprocessing an application.
