March 23, 1978 LAER Standards - U.S.S. Corporation 26.1
LAER should be determined for a given facility at the time the application
for a new source review permit is received. However, the permit should
contain some restriction so as to provide that LAER may be revised should
the facility be unable to proceed on a continuous program of construction.
