October 11, 1985 Acceptability of Emission Offsets 25.9
Memo responds to a request for a ruling concerning the Federal enforceability of emission offsets being allowed by a local agency in Region IV, where neither the operating permit program nor the specific operating permits, or conditions to the permits in question, had been approved by EPA as part of the applicable SIP. The operating permit was not considered to be Federally enforceable.
