March 17, 1977 Response to Action Memorandum - Policy for New Sources in Non-Attainment Areas, Hampton Roads Oil Refinery 25.1

EPA cannot require two-for-one emission offsets. The interpretive ruling requires that the new source acquire more than equivalent emission offsets of more than one-for-one.
