January 1, 1978 Resumption of Operation of a Portland General Electric Plant 23.9
A source which resumes operation after being shutdown for a period of time may or may not be subject to IR. If a source is explicitly excluded from the State Implementation Plan Control Strategy and the attainment of the NAAQS is predicated upon its closure, such source would be considered a new source upon re-startup and therefore subject to IR.
