September 30, 1977 Determination of Emission Points Subject to LAER 23.7
If a coke battery is replaced, existing coal handling facilities, the by-product plant, the quench tower etc. are not all subject to LAER. The IR applies only to that portion of the major source which is undergoing some new construction or modification and which will result in an increase of greater than 100 tons/year of allowable emissions.
