September 18, 1978 Does Combustion of Municipal Sewage Sludge Would Qualify as "Municipal Solid Waste" 23.2

The combustion of municipal sewage sludge does qualify as "municipal solid waste" and is exempt from the interpretive ruling. As defined in the Resource Conservation and Recovery Act, sewer sludge would qualify as solid waste under RCRA.
