April 13, 1977 Emission Offset Policy 22.1

A source that will emit less than 100 tons per year after control is subject to the interpretive ruling, even though it will not have the control equipment installed until 6 to 12 months after commencement of operation. Since the sources allowable emission rate at the time will be in excess of 100 tons per year, the offset policy must be applied.
