The Maryland Air Management Administration has, since 1987, requires sheet-fed lithographic presses to limit volatile organic compound emissions to 20 pounds per day unless the discharge is reduced by 85 percent or more overall.

To meet the requirements stated in the preceding paragraph, the following operating conditions must be met unless alcohol with a specific gravity greater than 0.829 at 68øF is used:

    (a) The press shall be operated only when the fountain solution contains no more than 8.5 percent by weight of isopropanol;

    (b) The fountain solution shall be refrigerated to 55 degrees F or less and shall be monitored by a temperature indicator mounted on the tray holding the fountain solution;

    (c) The fountain solution tray shall be covered; and

    (d) Clean-up rags shall be stored, drained and disposed of in a closed container.
