SUBJECT: EPA, FWS, NPS Coordination Procedures for Determining Air Quality Impact in Region IV Class I Areas

In response to a request from the Fish and Wildlife Service, and pursuant to a cooperative agreement between the Fish and Wildlife Service and the National Park Service, EPA, A&HMD, has agreed to assist these Services in carrying out their "assumed responsibilities for the protection of air quality-related values on certain Federal lands" for providing the required information for SIPs, SIP revisions, and PSD permit applications which may affect Class I areas.

The following procedures have been established:

  1. The Air Programs Branch will notify, in writing, the appropriate responsible officials as shown below and provide the review material when SIPs and SIP revisions may affect any Class I areas.

  2. The Air Facilities Branch will notify, in writing, the appropriate responsible officials as shown below and provide the review material when PSD and permit applications and SO2 variance requests may affect any Class I areas.

  3. The notification procedure for the Fish and Wildlife Service will be as follows:

    1. A notification letter should be sent to these three addresses:

      1. Director, Fish and Wildlife Service
        US Department of Interior
        Washington, DC 20240

      2. Regional Director
        US Fish and Wildlife Service
        75 Spring Street
        Atlanta, GA 30303

      3. Refuge Manager
        US Fish and Wildlife Service
        (address of Class I area of concern)

    2. All material related to determining the air quality impact on the Class I area, and a copy of the notification letter should be forwarded to:

        NPS/FWS Air Quality Team
        655 Parfet Street, Box 25287
        Lakewood, CO 80225

  4. The notification procedure for the National Park Service will be as follows:

    1. A notification letter should be sent to these three addresses:

      1. Director, National Park Service
        US Department of Interior

        Southeast Regional Office
        75 Spring Street, SW
        Atlanta, GA 30303

      3. National Park Service
        Park Manager
