This is to confirm your telephone conversation of March 23, 1982 with Janet Farella of my staff concerning PSD applicability of Aluminum Rolling Mills. As Ms. Farella stated, for the purpose of PSD applicability under 40 CFR 52.21 (b) (1) (a) an Aluminum Rolling Mill (SIC 3353) is not considered a secondary metal production plant and is therefore subject to the 250 tons/year threshold.
