This is to confirm a telephone conversation between Libby Scopino of your staff and Dennis Isaacs of our Special Projects Section on August 9, 1978. It is our understanding that potential emissions from a new source should be calculated using the number of hours it is allowed to operate if the limitation on operating hours is a provision of a fully approvable SIP new source permit. We are now implementing this decision in our determinations of PSD applicability, please contact Carl Edlund if we misunderstood.
