This memo is in response to a telephone conversation between Mr. Thayio of your staff and Rich Biondi of DSSE. Mr. Thayio requested a determination as to whether major sources of methyl-chloroform are subject to the Interpretative Ruling (IR).

After consulting with Kent Berry in the Office of Air Quality Planning and Standards (OAQPS) it was determined that 1) methyl-chloroform is not considered as a volatile organic compound, 2) it does not contribute to the formation of photochemical oxidants and, 3) it is therefore exempt from the requirements of the IR.
