Region 5 RCRA Guidance for Institutional Controls at Hazardous Waste Cleanups

Region 5 guidelines for implementing institutional controls, as part of cleanups at hazardous waste facilities, were issued in March 2000. Institutional controls are legal mechanisms designed to control exposures to chemicals in environmental media, including soil and groundwater. These controls are usually part of a facility's cleanup program where contamination remaining in place causes the use of the property to be restricted. These guidelines will help EPA project managers and regulated facilities determine if institutional controls are an appropriate and reliable part of a facility's cleanup program.
