Dear Mr. Zosel:

I am pleased to inform you that 3M's proposal to conduct Project XL "Beyond Compliance" pilots at the 3M manufacturing facilities in Camarillo, CA; Bedford Park, IL; and Hutchinson, MN has been selected to enter the development phase of the XL process. Project XL was developed to test innovative environmental management strategies and, through this process, nurture "eXcellence and Leadership" in environmental protection. Your proposal is among the first selected because we believe it shows great potential to accomplish those goals. We are excited to begin working with 3M to forge a partnership that leads to a new era of environmental protection.

The next step in establishing this partnership is to develop and sign a Final Project Agreement (FPA). If completed and signed, this agreement will detail the expectations of the various project partners. Only the signing of an FPA will constitute acceptance as a full-fledged Project XL pilot.

You will be contacted very soon by EPA Regional leads, Shirley Mitchell from Region V at (312-886-9780) and Linda Powell of Region IX (415 744-1629) who will be initiating the FPA development process. As the development phase is limited to six months, please be prepared to begin discussions as soon as possible and to sustain a high level of involvement.

We are pleased to be working with you in the process that holds such promise for the future of environmental protection.

Sincerely,

David Gardiner
Assistant Administrator
